Viet Duc University Hospital successfully zoning and stamped out pandemic, back to operation in a new situation

On 30/9/2021 at Oncology Department, 8th floor – D building, Viet Duc University Hospital, through screening test had identified 01 patient’s relative was positive with SARS-CoV-2 Virus. Right after notified, hospital has lockdown Oncology Department, reported to Ministry of Health (Agency of Medical Services Administration), notified Hanoi Department of Health, Hanoi CDC, Hoan Kiem District Committee at the same time temporary lockdown D building and activated emergency pandemic prevention method, performed check on all available people in hospital. As the result, on 01/10/2021, detected 18 cases are positive gather at 7th floor – D building (Digestive Surgery Department and Colon and Perineal Surgery Center) and 01 staff of cafeteria. Hospital closely lockdown 7th floor, Oncology Department on 8th floor – D building and tracked related cases. Total amount accumulated 34 cases F0 that were infected in hospital. Within those 34 cases detected, there was not any death due to COVID-19.
Immediately when detected the case, hospital have received quick direction from leader of Agency of Medical Service Administration, Vietnam Health Environment Management Agency – Ministry of Health, experts in pandemic prevention and close cooperation of Leader of Hanoi Committee, Department of Health, CDC Hanoi, District Committee and Hoan Kiem District Health Room. Hospital has deployed in sync and drastically pandemic prevention methods closely and seriously at the highest level:
– Hospital temporally discontinued all regular examination and treatment activities. Only take in emergency patients, emergency surgeries, and hemodialysis for some patients with kidney failure.
– Follow health isolation regulations. Hospital leaders thoroughly make staff to isolate following the rules, regulations of pandemic prevention, especially people are distant with people, room are distant with room, floor with floor, building with building. Hospital is thorough following seriously method of 3 steps, 4 stay, 5 ready, 5k slogan, minimalize interaction which causes cross infection. Streamlining the path in the hospital premises, placing signs, guiding patients, patients’ family members and health workers, separating waste collection, dirty linen and providing consumables for the isolation area and hospital.
For areas that have been zoned and isolated, the hospital should put up signs clearly warning the area at risk of SARS-CoV-2 virus infection, signs and instructions for patients, family members and health care workers, hard fence, with security guard 24/24 hours. For restricted areas with warning reflective ropes.
Arrange reception desks between areas to ensure compliance with instructions on prevention of SARS-CoV-2 infection, according to the prescribed time frames.
– Tracing related cases: As soon as F0 cases are detected, hospital organizes isolation on the spot, tracing all related F1 cases in hospital. For F0 cases, after notifying the Ministry of Health, Hanoi CDC, contact the Central Hospital for Tropical Diseases to receive treatment. With F1 cases detected, make a list to report to Hoan Kiem District to decide to isolate and organize concentrated isolation.
– After identifying an area with a high risk of infection, hospital has disinfected and cleaned the environment (sprayed with 0.1% chlorine-containing chemicals in unoccupied areas). Immediately carry out disinfection and cleaning according to the procedures issued by the hospital. The relevant wards and corridors are on the 1st and 2nd floors of building B3; 2nd, 5th and 6th floors of building B1; The 5th and 6th floors of building D have been cleaned and coordinated with Hoan Kiem District Medical Center to disinfect and disinfect. All hospital rooms, corridors, and stairs are cleaned and disinfected.
Distancing: From October 5, 2021 to October 8, 2021, Hospital transferred 881 patients and 802 patients’ family members to 06 hospitals in Hanoi areas (Hanoi Medical Hospital for Covid-19 patients, Hospital Duc Giang General Hospital, Ha Dong General Hospital, Thanh Nhan Hospital, E Hospital, National Children’s Hospital) for isolation, monitoring and treatment. All patients and family members were tested negative for RT-PCR 02 times before transferring and arranging transportation to comply with regulations.
– Vaccination against COVID-19: Hospital has vaccinated 229 patients, 290 family members and 38 medical staff.
On October 6, 2021, hospital established on site a unit to collect and treat patients at risk of Covid-19 infection (B5 building), completely isolated from the rest of hospital’s area and transferred 42 patients, 01 patient’s family member on the 7th floor of building D to isolation at B5. On October 7, 2021, Hospital continued to move 28 patients and 21 medical staff on the 8th floor of Building D – Oncology Department to a temporary separate isolation area at Unit 15B, 2nd floor, building C2.
Until October 14, 2021 in the whole hospital except for isolation unit B5 there have been no positive cases of SARS-CoV-2 Virus since October 1, 2021. Currently, there are 334 patients in hospital, 242 family members, 38 people coming for medical examination, 1045 hospital staff, 425 other subjects (residence doctors, students, cleaning staff, technicians, etc.) plus 2084 people.
With the goal of soon bringing Viet Duc University Hospital, a leading hospital at the last line, to surgery, with the function of directing a very important line nationwide to return to normal operation, meeting the needs of medical examination and treatment people’s disease. At 9:00 a.m. October 15, 2021 the delegation of the Special Working Group of the Ministry of Health with experts from the Department of Preventive Medicine, Department of Environmental Management, Agency of Medical Service Administration, led by Ass. Prof. Luong Ngoc Khue, Head of the Agency of Medical Service Administration, the leading team leader came to work and assess the disease situation and epidemic prevention work of Hospital. Attending the meeting were leaders and experts from Hanoi Department of Health, Hanoi CDC, Hoan Kiem District Medical Center.
After listening to the comments and suggestions of Viet Duc University Hospital, leaders of the Hanoi Department of Health, Hanoi CDC, Health Department of Hoan Kiem District, the Medical Center of Hoan Kiem District, Ass. Prof. Luong Ngoc Khue, Head of the Agency of Medical Service Administration has some conclusions:
Welcoming Hospital for its efforts in epidemic prevention and control over the past time, in collaboration with other units that have prevented a cluster of SARS-CoV-2 cases in Hospital. All members in the meeting agreed with the proposal of Hospital.
Hospital has a plan to announce the end of epidemic and a plan to welcome patients according to the plan, “Hospital operates in two”, with a buffer zone and a clean area. Re-sterilize the areas in Hospital so that before returning to work, the day of receiving new patients.
Remove the blockade: this time is enough 14 days according to the decision of the blockade applied to the 7th and 8th floors of building D. It is recommended that Hospital submit a complete report to send the District People’s Committee to withdraw the current blockades at Trang Thi, Quan Su Gate
On October 17, 2021, the Ministry of Health sent an official dispatch to the People’s Committee of Hanoi and the People’s Committees of the provinces and cities, requesting coordination with Viet Duc University Hospital to bring hospital back to operation normal medical examination and treatment activities in the new normal status from 0:00 on October 18, 2021. This is not only meaningful in medical terms, the leading hospital, the last line continues to carry out its mission of taking care people’s health, but also has political, economic and social significance, contributing to bringing Hanoi capital back to a new normal state, a safe place, ready to receive National Assembly delegates who assembly for the second session, the 15th National Assembly and people from all parts of the country.
